Galaxy RVR first time setup (Not working)

Just bought the Galaxy RVR. So far this has been a great build.
Installed the app on my iPhone. Went to Wifi settings to connect and can’t see the GalaxyRVR Wifi.
I went through the setup for Play Mode.
Followed this post GalaxyRVR unable to connect wifi

My issue isn’t the switch as I’ve not upload anything to the UNO.
So without switching to “upload” I connected up to PC and opened serial monitor, which shows:
SET+RESET
...SET+RESET
...SET+RESET
...[FAIL]

The esp32 cam is blinking red about every second.
Also, this esp32 cam doesn’t have a way to plug it in and upload code.

Move the expansion board switch to the right side, then re-upload the galaxy-rvr.ino code to the UNO board.

After the code upload is successful, do not unplug the USB cable.

To activate the ESP32 CAM, move the mode switch to the run position, then press the reset button to restart the R3 board. Observe if the light on the bottom strip is flashing a light blue color.

Open the IDE serial monitor again and check the printed information, then provide the full print information to us.

If possible, please provide a video of the issue, so that we can analyze and help resolve the problem.
