Picar-v can't/won't connect with pi 3b+'s wifi

hello,

so i got me a new picar-v kit so that i could learn about controlling a ‘pi’, and about how everything goes together.

so, the kit went together without a problem.

now when i try to connect the pi’s wifi chip to my wireless with - sudo wpa_supplicant -i wlan0 -c /etc/wpa_supplicant/wpa_supplicant.conf

it keeps failing with - Failed to create interface p2p-dev-wlan0: -16 (Device or resource busy)
nl80211: Failed to create a P2P Device interface p2p-dev-wlan0
P2P: Failed to enable P2P Device interface

i’ve looked around and can’t find any reason that the pi is trying to create a P2P device when i call wpa_supplicant. the only thing that i can think is the hat with the 12c. i’m not a pi person, yet know how to get around in linux. yet if other’s aren’t having problems with their hats, then what?

does anyone know in what direction to point me to try and track this down?
