A youtuber talked about having to use a legacy version of the raspberry pi OS. Is that still true? Or is the current OS compatible with the libraries now? I have a raspberry pi 4.

The PiDog V2 is now fully compatible with the latest Raspberry Pi OS version 13 (Trixie).
We recommend using the “Trixie” OS to install all the libraries.
